The legislation establishing TED University was passed in the Parliament on June 23, 2009 and was published in the Official Gazette issue number 27281, on July 07, 2009.

Additional Article 117 – TED University was established in Ankara by the Turkish Education Association – Higher Education Foundation subject to Higher Education Law 2547 as a foundation university with a public legal identity. It consists of the following units :
- a) Faculty of Education,
- b) Faculty of Engineering and Architecture,
- c) Faculty of Economics and Administrative Sciences,
- ç) Faculty of Arts and Design,
- d) Graduate School of Sciences,
- e) Graduate School of Social Sciences,
- f) Graduate School of Education
