Usluel was born in 1964 in Ankara. In 1981, he graduated from TED Ankara College, and in 1985, he earned a degree from Middle East Technical University (METU), Department of Electrical and Electronics Engineering. He received his Master’s degree in Electrical and Electronics Engineering from Syracuse University (USA) in 1987, and between 1991–1992, he completed the Master of Business Administration for Managers program at METU, Department of Business Administration.
He serves as Chairman of the Board of Directors of USLUEL group companies, operating in the energy sector, and is currently a Board Member of the Turkish Contractors Association (TMB) and Electromechanical Industrialists Association (EMSAD).
Since 1998, he has served on the Boards of Directors and Audit Boards of the TED Ankara College Alumni Association, Turkish Education Association (TED), and TED Ankara College Foundation.
He is married and a father of two children.
